FY24 Attorney Workload Data

Now that the MIDC is receiving reasonably timely and accurate reporting on attorney workloads, we will release statewide attorney workloads one to two times per year. Though we recognize that this data is not at all “real-time,” we hope it will nevertheless be helpful in allowing systems to gauge the general annual workloads of their attorneys who work in other systems.

We present the data in two formats. The Excel document has multiple worksheets and is filterable so that users can manipulate the data in various ways. The PDF document is simpler and does not include the lists of every system in which each attorney works, but it provides an easy, quick reference for users who are less comfortable with Excel. Here are some important caveats and explanations to use the data most effectively:

  • FY24 was experimental, in some senses. Keep this in mind when viewing data. Many local funding units had issues reporting an accurate breakdown of assignments and docket hours in the first few quarters of FY24. FY24 reporting also did not include separate reporting for Probation Violations (PVs), did not split misdemeanors between traffic and non-traffic, did not split non-life felonies into low-severity and high-severity, and did not require salaried attorneys to report docket hours.
  • Attorney names are sometimes reported differently by different funding units. The MIDC had to select a single-name format for all attorneys who work across systems. Please reach out to the MIDC if you see a name that is not the name that the attorney currently uses.
  • The Standard 7 qualification levels were voluntarily to report in FY24. Also, some funding units reported different qualification levels for the same attorney. On the Excel spreadsheet, the FullDataFY24 shows how the attorney was qualified in each funding unit, but the Totals tabs report only the highest level. The PDF also only reports the highest level.
  • An attorney’s Std6% in the data shows how close they are to the statewide workload maximum established by the MIDC in Standard 6. It is shown as a percentage, so an attorney with a 100 Std6% is exactly at the annual maximum for the year. An attorney at 80 is at 80% of the annual maximum. For FY24, this figure only reflects the data that was available to the MIDC. It was not appropriately weighted for probation violations and traffic misdemeanors, and it does not include docket hours for salaried attorneys. Future versions of this document for FY25 and beyond will properly factor in that data.

Regional Manager: Western Michigan 

This position will cover the counties of Allegan, Barry, Berrien, Branch, Calhoun, Cass, Ionia, Kalamazoo, Kent, Montcalm, Muskegon, Ottawa, St. Joseph, and Van Buren.

Summary

The Michigan Indigent Defense Commission (MIDC) is seeking a Regional Manager to facilitate the creation of superior systems for representation of indigent clients charged with crimes. Regional Managers provide direction and guidance to indigent defense delivery systems around the state on compliance with MIDC-enacted standards. They serve as the liaisons between local systems and the MIDC.

This challenging and rewarding opportunity will require the skills of a diplomat and knowledge of indigent defense systems and models. Regional Managers must have a thorough working knowledge of the MIDC Act and a wide variety of models of indigent defense delivered locally in Michigan and nationwide. Successful candidates will work with criminal justice stakeholders to design the most appropriate plans for meeting minimum standards for indigent defense in a particular county or system.

Essential Duties and Responsibilities

  • Meet with partners in the local indigent defense delivery system(s) in the designated region including but not limited to county commissioners, administrators, staff, and other local government representatives, and assist with the coordination of compliance plans for MIDC Standards and best practices;
  • Identify and meet with many key members of the local criminal justice systems including court staff, judges, criminal defense attorney practitioners, prosecutors and jail staff, to collaborate on compliance with MIDC standards for best practices in indigent defense representation;
  • Prepare and deliver presentations about the work of the MIDC to all system stakeholders;
  • Offer practical and innovative solutions at the local level for indigent defense reform;
  • Assist on other projects as assigned.

Education and Experience

Possession of a Juris Doctorate degree from an accredited school of law; a minimum of five years of progressively more responsible work experience working in court, public, or business administration, or representing indigent clients is desired.

Certificates, Licenses, Registrations

Membership in good standing in the Michigan State Bar.

Due to significant travel within the region, an individual with a valid driver’s license and insured vehicle is also required.

Work Location:

The ideal candidate should be based in a county in the region or have the ability to travel regularly to the locations indicated in the position description.

Periodic travel to the MIDC Office in Lansing, Michigan is expected.

Governor Whitmer appoints Vanderberg, Huang to MIDC

Two Grand Rapids residents have recently been appointed to the MIDC by Governor Whitmer.

Alan Vanderberg is the county administrator of Kent County. Vanderberg previously served as county administrator of Ottawa County and as an adjunct professor at Grand Valley State University. Vanderberg holds a Bachelor of Arts in political science from the University of Michigan and a Master of Public Administration from Michigan State University. Vanderberg serves on the boards of Grand Rapids Downtown, Inc.; The Grand Rapids Downtown Development Authority; The Grand Rapids SmartZone- LDFA; Grand River Network; Experience Grand Rapids; Grand Valley Metro Council; Housing Kent; Housing Next; Frederick Meijer Gardens; and The Right Place. Alan Vanderberg was appointed as the nominee of the Senate Majority Leader for a term commencing July 10, 2025, and expiring April 1, 2029. Vanderberg succeeds Paul Bullock, whose term has expired. 

Charissa Huang is a shareholder and attorney at Smith Haughey Rice & Roegge. Huang holds a Bachelor of Music in piano performance and a Bachelor of Arts in English from the University of Michigan, and a Juris Doctorate from Northwestern University Pritzker School of Law. Charissa serves as a board member for the Grand Rapid Public Schools Foundation and was a former board member of the Grand Rapids Pride Center. Charissa Huang was appointed as the nominee of the Senate Majority Leader for a term commencing June 5, 2025, and expiring April 1, 2029. Huang succeeds Debra Kubitskey, whose term has expired.
