MIDC Position Available: Part Time Administrative Assistant

The Michigan Indigent Defense Commission is seeking an Administrative Assistant to join the office on a part-time basis. The ideal candidate will have excellent communication skills and be willing to complete a variety of tasks. The position will begin as part-time employment with an estimated 20 hours per week; it could be made full-time in the future based on the office’s need.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned as necessary:

  • Provide administrative support to the staff members of the Michigan Indigent Defense Commission;
  • Independently perform a variety of operational or administrative tasks requiring a thorough knowledge of Commission policies and procedures;
  • Answer incoming phone calls to the office main line; direct calls or answer questions as directed;
  • Handle logistics for events and meetings. Arrange meeting facilities and hotel accommodations as requested; coordinate preparation, reproduction, and distribution of handout materials and instructional aids; and coordinate catering arrangements;
  • Draft, type, edit, and format various documents using Microsoft Office software. Review documents for grammar and spelling;
  • Maintain office calendar;
  • Take and distribute MIDC meeting minutes;
  • Receive and distribute incoming mail. Prepare outgoing mail;
  • Process invoices for payment;
  • Maintain division files, activity reports, and statistics; retrieve and search as necessary.

QUALIFICATIONS
EDUCATION AND EXPERIENCE
The job requires knowledge of a specialized nature, normally acquired through a general high school education and from specialized training such as that acquired in the first year of college, technical or business school in word processing, writing skills, office management, and related areas.

Three or more years of progressively more responsible experience in administrative level office experience, as well as advanced knowledge of word processing, database and spreadsheet applications.

Occasional travel may be required, a valid driver’s license is preferred.

MIDC Research Associate Position Available

Summary:
The Michigan Indigent Defense Commission (MIDC) is hiring a research associate who will work on a variety of projects to measure and improve trial-level indigent defense representation in Michigan. These projects center on the implementation and statistical measurement of new indigent defense standards in trial-level court systems throughout the state. The preferred candidate will possess a strong social science or public policy background, an interest in data analysis, and a desire to enhance his or her research skills.

Essential Duties and Responsibilities:
• Assist with the identification of research measures and data collection protocols to assess compliance with MIDC standards for best practices in indigent defense representation;
• Participate in the collection of data on indigent defense representation from over 150 court systems around the state;
• Manage, analyze and interpret large and complex data sets, including integrating, cleaning, coding, and verifying accuracy of data;
• Translate research findings into written reports and policy briefings; prepare and deliver presentations to practitioners and researchers;
• Participate in the identification, planning, development, and implementation of additional research projects;
• Assist on other projects as assigned.

Education and Experience:
• Possession of a master’s degree in Criminology, Public Policy, Social Work, Sociology or related field with coursework in measurement, evaluation and research design. Master’s degree may be substituted with sufficient coursework and at least three years of post-bachelor experience with evaluation research and statistical modeling.
• Demonstrated capacity for statistical analysis and Stata/SAS/SPSS programming;
• Ability to manage work on multiple projects effectively and to work both independently and collaboratively;
• Drive to develop creative solutions to address methodological challenges;
• Strong interpersonal and communication skills.

The preferred candidate will have criminal justice research and evaluation experience and a knowledge of Michigan’s criminal justice system.

Occasional travel may be required, an individual with a valid driver’s license and insured vehicle is preferred.

Salary:
The anticipated salary range is $45,000 – $55,000 based on education and experience.

Work Location:
Lansing, Michigan with occasional travel throughout the state.

MIDC Request for Proposals: Regional Consultants

The Michigan Indigent Defense Commission (MIDC) is seeking regional consultants to help create superior systems for representation of indigent clients. On the forefront of reform, these consultants will provide direction and guidance to indigent defense delivery systems around the state on compliance with MIDC-enacted standards. They will serve as the liaisons between local systems and the MIDC.

This challenging and rewarding opportunity will require the skills of a diplomat and knowledge of indigent defense systems and models. Successful candidates will work with criminal justice stakeholders to design the most appropriate plans for meeting minimum standards for indigent defense in a particular county or system.

Preferred candidates will have a juris doctor degree and experience representing indigent clients. A minimum of five years of progressively more responsible work experience working in court, public, or business administration, or representing indigent clients is desired. A bachelor’s degree is required, and a master’s degree in public or business administration or a juris doctor from an accredited law school may be substituted for two years of experience.

Significant travel to the assigned region of Michigan is expected. Consultants will be independent contractors and may work out of their homes or offices in those regions.

The Michigan Indigent Defense Commission met on Tuesday October 20, 2015 in Lansing for its regular business meeting and to discuss revisions to the first set of proposed minimum standards for indigent defense delivery systems.  The MIDC will meet on December 15, 2015 to take action on the first set of standards with final revisions and updates that have been made by the Commission.

Proposed standards would raise bar for MI’s indigent defense system

On October 26, 2015, Michigan Indigent Defense Commission Chair Jim Fisher and Executive Director Jonathan Sacks spoke with WKAR’s Mark Bashore on Current State to discuss the work of the MIDC, the first set of proposed minimum standards, and how they will change and improve Michigan’s Indigent Defense Delivery Systems.

“As the 2008 [NLADA] report indicated, we just don’t have any uniformity across the state in terms of qualifications, training, evaluation, compensation and resources and so forth. The entire system has been underfunded for decades. The other problem we noted on the advisory commission was getting accurate data about what we have across the state is a very tough issue. Our main recommendation was to create a permanent commission so that we would have the resources to do a through investigation before deciding what the best solution would be.”  Judge James H. The Michigan Indigent Defense Commission has been busy this fall: moving into permanent office space in downtown Lansing, updating the first set of proposed minimum standards for indigent defense delivery systems, obtaining overwhelming responses to our first survey distributed to courts statewide, and beginning the process of hiring regional consultants to help improve the representation of poor people in Michigan.

The MIDC received important feedback from many members of the criminal justice community on the first set of proposed minimum standards and wishes to thank everyone who submitted comments and suggestions in writing and at our public hearing. The text and comments on these standards now incorporate this feedback and can be found on our website. The updated version makes clear that improvement does not rest with counsel alone; rather, the standards should be implemented as system-wide requirements and reforms. The standards are designed to improve the entire system, and will fortify defense attorneys around the state as they work towards better representation for their indigent clients.

The MIDC met on October 20, 2015 to discuss the revisions to the first set of standards. No formal action was taken on the standards at that meeting. Any further comments received from the public will continue to be posted on the MIDC website along with final revisions to the standards. The next MIDC meeting is Tuesday December 15, 2015 at 1 p.m. in Lansing at the Commission Office. The Commission is expected to take action at that meeting and submit the first set of proposed standards to the Michigan Supreme Court during the first week of January 2016.

MIDC staff moved to permanent office space on the 3rd floor of the Capitol National Bank Building at 200 N. Washington Square in downtown Lansing. The most recent Commission meeting was held in the office’s conference room, which will also be used for training and outreach events beginning early next year. The office is open Monday through Friday. A new, main telephone number for the office has recently been installed to reach the staff at 517-657-3066. During the Commission meeting, MIDC Research Director Jonah Siegel presented initial results from a survey distributed to every court in Michigan this summer. At the time of the October Commission meeting, responses to the survey were reported from more than 95% of courts (Circuit and District) around the state. The survey seeks to measure the delivery of criminal justice for poor people in Michigan, and can be viewed on the MIDC’s website. The MIDC has received many questions about the results of this survey from criminal defense practitioners. A summary of the results will be distributed later this fall and the data collected will be used to inform the development of statewide standards for public defense.

The MIDC is currently seeking regional consultants to help provide direction and guidance to indigent defense delivery systems on compliance with standards. Successful candidates will work on the forefront of indigent defense reform in Michigan. Consultants will serve as the liaisons between local systems and the MIDC and will work with criminal justice stakeholders to design the most appropriate plans for meeting minimum standards for indigent defense in a particular county or system. Interested candidates should send a resume and a short (one-page) proposal detailing qualifications, desired pay rate, and the preferred region of the state for placement to opportunities@michiganidc.gov. The Request for Proposals is available on the MIDC’s website, along with frequently asked questions about the scope of the work and the consultant’s responsibilities. The deadline for submitting proposals is November 20, 2015.

The Regional Consultants will serve as independent contractors through the current fiscal year, ending September 30, 2016. The MIDC then intends to hire full time regional managers next fiscal year, beginning October 1, 2016. The MIDC staff is currently working on an annual appropriations request to bring the staff up to permanent levels. If the MIDC receives this funding, it is anticipated that the staff will grow from four people to up to 16 permanent members by the fall of 2016. With staffing at that level, the MIDC will be in the best possible position to implement minimum standards for indigent defense.

The MIDC staff continues to travel around Michigan meeting with members of the criminal justice community and the general public. In recent weeks, Executive Director Jonathan Sacks has met with judges or practitioners in Kent, Wayne, Lenawee and Kalamazoo Counties. Jonathan also presented to a large group of criminal defense attorneys in Wayne County at the CAP session on September 11, 2015, and was a panelist at the State Bar of Michigan’s Criminal Law Section program entitled “Exploring Indigent Defense Reform” along with Commissioner Nancy J. Diehl, Hon. Sarah J. Smolenski and Muskegon Public Defender Fred Johnson. Jonathan will be a speaker at the upcoming conference of the Criminal Defense Attorneys of Michigan in Traverse City on November 13, 2015. SADO Looking to Hire Two Investigators, One Project Attorney

Michigan’s State Appellate Defender Office (SADO) has three very exciting job opportunities. Two positions are for the Appellate Investigation Project, an innovative federally funded project aimed at identifying, investigating, and litigating post-conviction claims of innocence and wrongful convictions. The Project is looking for one investigator and one attorney. Next, SADO seeks to hire an office investigator who will assist SADO attorneys with developing claims that might lead to a new trial, or expansion of the record, or exoneration. All positions are at SADO’s Detroit Office.
